Warrant Committee Maps Out Fiscal Review of Belmont Center Overlay Before March Vote

BELMONT — November 19, 2025 — Belmont Warrant Committee sets January deadline for Belmont Center Overlay fiscal analysis. At its November 19 meeting, the committee worked through a revised build-out model with Planning Department consultant Chris Ryan, who explained that the planning board's elimination of density bonuses has reduced the number of fiscal scenarios from 12 to four core cases — full versus partial build-out, each run against two school-age children multiplier models — with the hotel overlay now split into a separate warrant article. Chair Paul Richter outlined a work plan with municipal cost and school-age children reviews targeted for December 3, draft sections ready by January 7, and a completed report available to town meeting members by the end of January. Member Susanne Croy said the committee must make clear that any fiscal benefit — with estimates ranging as low as $300,000 and as high as $3 million annually depending on scenario — would not materialize in time to affect near-term override calculations. Town Administrator Patrice Garvin announced the town will receive $929,000 in one-time Inflation Reduction Act tax credits from the high school solar installation, to be deposited to the capital stabilization fund per a 2024 town meeting vote.
