Belmont Warrant Committee Takes Over Zoning Fiscal Analysis as Town Cites Staff Limits

BELMONT -- November 5, 2025, Belmont's Warrant Committee accepted responsibility for independently modeling the fiscal impact of the Belmont Center zoning overlay after Town Administrator Patrice Barwin told the committee the town lacks the staff and budget to perform further analysis. The town has already spent nearly $80,000 on the overlay study, and the planning department has only about $6,000 in uncommitted professional-services funds remaining this year. The development proposal has been split: the hotel component will require a two-thirds vote at the March 4 Special Town Meeting, while the residential and commercial overlay requires only a majority vote. The committee also received the fiscal year 2025 free cash certification of $7.1 million, above August projections, driven in part by a $630,000 surplus in licensing and permits, including a $230,000 McLean Hospital building permit, and sustained above-budget investment income that Barwin cautioned is one-time revenue. Separately, the town was awarded a $500,000 one-stop for growth catalyst state grant for affordable housing construction at Sherman Gardens, which Taylor said was made possible by the town's compliance with the MBTA Communities Act.
