The committee, preparing an independent report for a Special Town Meeting that will include two separate votes — one on hotel-area rules and one on Concord Avenue and Leonard Street — debated whether DPW, recreation, and library costs should be added to the RKG Associates model, with Town Administrator Patrice Garvin defending the existing scope and Select Board Chair Matt Taylor arguing the report must be "above board" on marginal costs or risk credibility with town meeting members. Committee member Mark presented a modified methodology for estimating school-age children that rescales Newton unit-type data to Belmont's slightly higher aggregate ratio of 0.3 children per unit, while committee member Jack reported a per-student marginal cost estimate derived from the fiscal year 2025 school budget in the range of $13,000, a figure he said needs review by the school district's finance director.
