Belmont Warrant Committee Reviews Special Town Meeting Articles, Votes Deferred to October 15

BELMONT — October 8, 2025 — Belmont Warrant Committee reviews 13 Special Town Meeting articles, deferring all position votes to October 15. The committee's sharpest debate centered on Article 12, which would authorize the Select Board to establish parking benefit districts, primarily in Belmont Center, where average meter revenue runs $68,000 per year against roughly $300,000 in townwide parking fines and approximately $300,000 in combined operating costs. Select Board Chair Matt Taylor argued the mechanism, modeled on Arlington's 2017 statute, would allow parking revenue to fund neighborhood improvements without necessarily reducing general fund receipts, but members Bill Anderson and Corinne McHugh-Almstead pressed for scenario data before voting, with Anderson saying flatly, "I'm just concerned that the Warrant Committee is going to be asked to render an opinion on something which, at this point, I don't think I have enough data to go on."
