BELMONT -- January 7, 2026, Belmont Warrant Committee spends three hours stress-testing the fiscal model for the proposed Belmont Center Overlay zoning, finding the net impact modest at best. Chair Paul Richter led the January 7 working session through a draft report projecting gross new property tax revenue of slightly over $3 million at full build-out, against a current baseline of just under $900,000 from the same parcels, for a net gain of just over $2 million before deducting municipal and school costs. Using town and RKG Associates inputs, member Jack Weiss put the net benefit at roughly $330,000, in a town with a roughly $150 million budget. "Town meeting members ought to decide this issue for reasons other than the pure financial impact of the rezoning," Weiss said. The sharpest debate centered on how many school-aged children the new units would produce: RKG's model uses 0.3 students per unit across all types, but data from the Royal Belmont and Bradford apartment complexes, 133 students across 156 two- and three-bedroom units, suggests a ratio closer to 0.85 for larger units, with studios and one-bedrooms close to zero. The committee agreed to present a range of 50 to 100 total students and expects to finalize the report within three weeks.
