Moderator Advisory Council · Meeting of October 29, 2026

Belmont's Moderator Advisory Council previewed a three-night special town meeting and debated a consent agenda plan for budget votes. Town Moderator Adam Dash said the Nov. 16-18 session will take up 11 warrant articles, including a stabilization fund transfer, school funding, zoning amendments and a citizen's petition on the town clerk's job description. Council member Rosemary Burke warned that requiring 10 members to pull an item off a proposed consent agenda "stifle debate," while Dash estimated the change could save 45 minutes per meeting.

Council members also discussed splitting a new Certificate of Merit between one individual and one group from eight nominees, including the Belmont Chinese American Association, Belmont Helps and the Payson Park Music Festival, with Debbie Deutsch's one-individual, one-group proposal gaining support. Tommy Olson clarified that the town clerk petition authorizes only a study committee, not a finished job description. The council approved its prior minutes and adjourned at 7:56 p.m., both by unanimous consent.
