Belmont board adds petition to Nov. 16 warrant

Belmont Select Board votes to add a 292-signature citizens petition to the November 16 special town meeting warrant, resolving a dispute over the town clerk's job description. Chair Taylor Yates, Vice Chair Carol Berberian and Member Matt Taylor also heard that the town has appealed an Appellate Tax Board ruling cutting the Belmont Country Club's assessment, a case Board of Assessors Chair Roy Epstein says could cost the town roughly $487,000 for fiscal 2021 through 2023 alone, calling the shift unfair because "a hundred thousand dollars simply has to be recouped by raising the taxes on everybody else." Separately, Stantec consultant Dave Heider presented stormwater enterprise fund fee options ranging from a flat $14.39 a month to a tiered $8.92-to-$25 structure, with the board leaning tiered pending cost data. Town Meeting member Isla Morgenstern told the board excluding the petition would be "grossly inappropriate." The board also voted to redirect $178,772 in one-time state aid from a scrapped $235,000 rink-floor plan toward school needs.
