Warrant Committee reviews Gateway District fiscal analysis and capital debt policy.

BELMONT — Warrant Committee finalized its fiscal impact analysis for the Belmont Center Gateway District zoning proposal. Chair Paul Rickter led members through review of estimates showing annual net property tax increases ranging from $150,000 for a 26-room boutique hotel to $780,000 for the largest permitted hotel; the committee recommended minor edits to clarify assumptions before distribution to Town Meeting members. Select Board Chair Matt Taylor presented a proposed Capital Improvement Financing Debt Margin Policy targeting levy-supported debt service at approximately 1 percent of the general operating budget to preserve the town's declining borrowing capacity, projected to fall from $1.5 million to $500,000 by fiscal year 2029.

Town Administrator Patrice Garvin reported that Belmont's reserves are relatively low compared to comparable communities and recommended updating financial policies not revised since 2018.
