BELMONT — Select Board backs opt-out health insurance plan and recommends twelve warrant articles for May ATM. The Board voted unanimously to maintain current stipend levels for non-union employees who decline Town coverage, citing limited participation with only one current enrollee. Town Administrator Patrice Garvin recommended comprehensive review after transition to the Group Insurance Commission is complete.
The Board recommended favorable action on twelve warrant articles including $100,000 to the Other Post-Employment Benefits Stabilization Fund, five Community Preservation Committee projects, and a pilot paramedic training program. The Board also recommended favorable action on Citizen Petition #9 seeking permanent remote and hybrid Town Meetings but opposed Citizen Petition #7 on revolving fund disclosure and Citizen Petition #2 on a naming process, the latter lacking sufficient procedural clarity.
