Belmont Planning Board unanimously approved three zoning amendments for the Annual Town Meeting. Chair Thayer Donhan led the board in voting to revise the design and site plan review process, implementing an electronic application system launching in June. The board established a new Construction Management framework for projects of defined size or impact, and added veterinary clinic and veterinary hospital uses with specifications for after-hours urgent care, with business hours set at 7 a.m. to 8 p.m.
The board discussed plans to research electronic notification alternatives to newspaper postings and optimized application procedures using Arlington as a model. Public comment included resident concerns about regulatory access and staffing capacity for after-hours veterinary care.
