BELMONT — Moderator's Advisory Committee reviews Town Meeting survey and March rezoning procedures. The committee discussed December survey results showing majority support for hybrid Town Meeting attendance and identified improvements including clearer procedural explanations, plain-language summaries, and accessibility measures such as closed captions for hearing-impaired attendees. Moderator Mike Crowley confirmed that the March 4th Special Town Meeting on Belmont Center rezoning will enforce a 3-minute speaking limit equally for all Town Meeting Members, with five amendments under Article 2 and seven under Article 3 to be considered.

Committee members raised concerns about whether the time limit might restrict dissenting voices, though the Moderator said he would consider feedback on procedures.
