Belmont Warrant Committee Scrutinizes Fiscal Model Behind Center Rezoning Proposal
BELMONT — September 3, 2025 — Belmont Warrant Committee hears fiscal case for Belmont Center zoning overlay, residents urge independent analysis before October vote. The committee met September 3 and received presentations from Planning Board consultant Chris Ryan and Select Board Chair Matt Taylor on a proposed overlay that would permit up to 540 residential units and a 358-room hotel in Belmont Center and along Concord Avenue. A fiscal impact model built on a tool from consultant RKG projects net annual revenue surpluses of $385,000 to $3.3 million across 12 scenarios, but committee member Connor McGecker noted the best-case figure represents roughly 0.15 percent of the town's $150 million annual budget, calling the fiscal argument "not that material." Longtime resident and finance expert Mike Whitmer urged the committee to produce its own independent fiscal recommendation for town meeting members, saying "this is the moment when the Warrant Committee can step up." In-person and online public commenters cited gaps in the analysis including the treatment of affordable housing units, an unverified school-age children multiplier, the absence of a traffic study, and no structural impact study for construction near Belmont Hill. The committee took no votes and will return to the item at its next meeting in two weeks ahead of the October special town meeting.
